Authorizes the Starkville-Oktibbeha Consolidated School District and Mississippi State University to enter into an agreement to design, construct, maintain, and operate a model rural education school serving all sixth- and seventh-grade students from Oktibbeha County.

Permits the school district and university to transfer funds to each other on mutually agreeable terms for construction, maintenance, and operation of the model school.

Allows Mississippi State University to lease land to the school district for up to 99 years for the model rural education school, with the lease not subject to cancellation by successor boards.

Establishes that any lease agreement between the entities shall be entered into at each organization's discretion and upon mutually agreeable terms and conditions.

Effective date of July 1, 2016.
