Brings forward sections 47-5-901 through 47-5-909 authorizing the Mississippi Department of Corrections to place offenders in county jails of their conviction county when state facilities lack capacity.

Extends the repeal date of these county jail housing provisions from July 1, 2016 to July 1, 2020.

Establishes that the Department of Corrections shall reimburse counties up to $20 per day per offender for food and housing costs, plus negotiated medical care expenses not to exceed Mississippi Medicaid reimbursement rates.

Requires offenders to be classified according to department standards and prohibits those needing close supervision from being housed in county jails under capacity shortage provisions.

Designates these county jail housing provisions as temporary measures to address immediate capacity limitations, not permanent solutions for the corrections system.
