Creates new Section 23-15-4 of Mississippi Code to establish a strong rebuttable presumption that a candidate's or elector's residence is located where their homestead exemption is filed.

The presumption is rebuttable, meaning it can be challenged with evidence of actual residence elsewhere.

Applies to both candidates for office and electors (voters) in determining their residence for election purposes.

Effective date is July 1, 2016.
