Amends Mississippi Code Section 23-15-239 to require county executive committees and election commissioners to offer an annual training course of no more than eight (8) hours for election managers.

Election managers must attend the training course every four (4) years starting from August 7, 2008, with the Secretary of State authorized to prescribe course criteria.

Allows the Secretary of State to develop an online version of the training course, and permits third-party training courses approved by the Secretary of State to satisfy the requirement.

Election commissioners receive per diem compensation of $84.00 per day for conducting training sessions, with annual limits ranging from 5 to 22 days depending on county population.

Effective date: July 1, 2016.
