Revises the renewal registration procedure for charitable organizations by changing the deadline to the 15th day of the fifth month following the close of the organization's taxable year.

Authorizes the Secretary of State to promulgate rules providing extensions of the renewal filing due date and to impose administrative penalties for non-compliance or failure to furnish requested information.

Maintains the $50 registration filing fee and $50 annual renewal fee for charitable organizations that solicit contributions.

Requires organizations opting not to renew registration to submit a final report including financial statements, dissolution documents (if applicable), and certification that charitable solicitations have ceased.

Effective July 1, 2016.
