Increases maximum fine imposed by special courts-martial from $100 to $1,000, with confinement of no more than 100 days for a single offense.

Increases maximum fine imposed by summary courts-martial from $25 to $250, with confinement of no more than 25 days for a single offense and reduction of enlisted personnel to lowest pay grade.

Effective date is July 1, 2016.
