Prohibits any person from operating a drone within 100 yards of state correctional institutions, private correctional facilities, community work centers, or technical violation centers with intent to capture unauthorized images or videos or to introduce contraband.

Defines contraband as currency, negotiable instruments, knives, sharpened instruments, tools, explosives, ammunition, and drug paraphernalia.

Establishes misdemeanor penalties of up to 1 year in jail and $1,500 fine for unauthorized image capture violations, with each image constituting a separate offense.

Establishes felony penalties of 3 to 15 years imprisonment and up to $25,000 fine for violations involving introduction of contraband.

Exempts authorized law enforcement operations, military operations, utility and pipeline inspections, academic research, emergency response activities, and certain other authorized drone uses from the prohibitions.
