Montgomery County School District and Winona Municipal Separate School District will be administratively consolidated into the Winona-Montgomery Consolidated School District, effective July 1, 2018

The new district's five-member board of trustees will initially consist of existing Winona Municipal Separate School District board members, with three appointed positions and two elected positions representing territory outside Winona corporate limits

The Mississippi Department of Education may assign a financial advisor to oversee budgeting and financial matters starting one year before consolidation, with superintendents and board members personally liable for unapproved expenditures

School districts that do not voluntarily consolidate will be administratively consolidated by the State Board of Education, and the Montgomery County School District will be abolished on July 1, 2018 with all property transferred to the new district

The consolidation does not require closing any schools or facilities except unneeded administrative offices, and Montgomery County Board of Supervisors must provide office space and utilities for the new district's superintendent
