Requires the Lumberton Public School District, Lamar County School District, and Poplarville Separate School District to enter into an agreement by July 1, 2019, to abolish the Lumberton Public School District and its central administrative office, effective for the 2019-2020 school year.

Transfers the portion of Lumberton Public School District located in Lamar County to the Lamar County School District and the portion in Pearl River County to the Poplarville Separate School District, with respective county authorities redrawing board election district lines based on population proportions as of July 1, 2016.

Establishes an 11-member Commission on the Administrative Consolidation of the Lumberton Public School District, chaired by the State Superintendent of Education, to develop and submit a consolidation plan to the Legislature, Governor, and State Board of Education by December 1, 2017.

Permits students enrolled in Lumberton Public School District schools on May 1, 2017, and kindergarteners registered on that date to receive automatic transfers to attend schools in the former Lumberton district at the discretion of their parents and boards.

Amends Section 37-7-103 of Mississippi Code to reference the consolidation provisions and clarifies that school board consent is not required for administrative consolidation under this act.
