Senate Bill 2513 - Pre-Election Day Voting Act

• Creates 21-day pre-election voting period beginning 21 days before each primary, general, runoff, special, and municipal election, continuing until noon on the Saturday immediately preceding election day

• Voting locations and hours conducted at county/municipal registrar offices during regular business hours, with extended hours until 7:00 p.m. during the last full week before election, and offices open 8:00 a.m. to 12:00 p.m. on the two Saturdays immediately preceding election

• Voter requirements qualified electors must present acceptable photo identification and cast votes same manner as election day voting; all votes cast during pre-election period are final and announced simultaneously with election day votes

• Modifies absentee voting eligibility removes student, teacher, and employment-based categories; restricts absentee ballot eligibility to specific groups including military personnel, disabled voters, those 65+, and temporarily disabled persons; prohibits in-person absentee ballot delivery at registrar offices

• Comprehensive amendments updates numerous election code sections regarding candidate qualifications, campaign finance, voting procedures, and election administration to align with new pre-election day voting framework
