Creates the Capitol Complex Improvement District in Jackson, Mississippi, surrounding the State Capitol Building with defined geographical boundaries including portions of Jackson State University, University of Mississippi Medical Center, and the Mississippi Department of Archives and History campus.

Establishes a five-member Board of Directors appointed by the Governor, Lieutenant Governor, and Mayor of Jackson to implement improvement projects including street reconstruction, water/sewer lines, lighting, sidewalks, parks, and public buildings within the district.

Diverts 12.5% of sales tax revenue collected on business activities within Jackson beginning August 15, 2016, allocating 15% to Jackson for police and fire protection and the remainder to a Capitol Complex Improvement District Project Fund.

Requires at least 95% of fund deposits be used for improvement projects within the district, with no more than 5% allocated to administrative expenses, and mandates City of Jackson approval of all comprehensive plans before implementation.

Creates a Project Advisory Committee with 11 members including representatives from Jackson State University, University of Mississippi Medical Center, Mississippi Department of Archives and History, and other state entities to advise the Board on improvement priorities.
