Revises Section 25-61-9 of Mississippi Code to establish a specific 21-day deadline for releasing records containing trade secrets or confidential information, replacing the previous "reasonable period of time" standard.

Allows third parties to file a petition in chancery court for a protective order before the 21-day deadline expires to prevent public disclosure of their confidential information.

Requires parties seeking protective orders to provide notice to the person requesting the information in accordance with Mississippi Rules of Civil Procedure.

Maintains exemptions for trade secrets and confidential information developed by colleges, universities, and public hospitals under contract, as well as sensitive data processing software.

Takes effect July 1, 2016.
