Extends the time limit for earned probation eligibility when offenders are assigned to the Youthful Offender Unit (YOU) at Central Mississippi Correctional Facility.

Requires courts to retain jurisdiction over offenders in the YOU and mandates the Department of Corrections notify the court at least 30 days before removing an offender from the YOU, except for departmental rule violations.

Requires a resentencing hearing before an offender can be transferred from the YOU to another correctional facility, where the offender has the right to counsel and may present mitigating evidence including mental health counseling, educational services, and substance abuse treatment participation.

Prohibits the court from imposing a greater sentence than originally given during the resentencing hearing, while allowing both the offender and state to present evidence and witnesses.

Takes effect July 1, 2016.
