Authorizes the Public Procurement Review Board to adopt regulations governing approval of contracts for architectural and engineering services related to state building construction and maintenance.

Requires the Department of Finance and Administration to review and preapprove all architectural and engineering service contracts entered into by state agencies to ensure compliance with purchasing regulations, that fees do not exceed department fee schedules, and that contracts use competitive qualification-based selection processes except for emergency or continuation projects.

Exempts from preapproval requirements architectural and engineering contracts fully paid by self-generated funds of higher education institutions, community college projects funded from local or nonstate sources, State Military Department projects funded from federal or nonstate sources, and State Department of Transportation highway, bridge, and ferry projects.

Effective July 1, 2016.
