Amends the definition of "purchasing agent" in Mississippi Code to include those who issue purchase orders, invitations for bid, requests for proposals, and receive and accept bids for state agencies and governing authorities.

Requires 100% participation and completion of the Mississippi Purchasing Certification Program by all purchasing agents at state agencies as part of the certification process for purchasing offices.

Authorizes the Office of Purchasing, Travel and Fleet Management to set fees that recover its costs to administer the certification program, with fees assessed to participating state agencies.

Takes effect July 1, 2016.
