Amends Section 25-61-5 of the Mississippi Code to clarify production timelines for competitive sealed proposals under the Public Records Act.

Extends the deadline for producing public records from 7 working days to 14 working days when the information is part of ongoing negotiations related to competitive sealed proposals.

Requires production of competitive sealed proposals no later than 7 working days after the notice of intent to award is issued to the winning proposer.

Grants persons requesting competitive sealed proposals after notice of intent to award at least 7 working days from production to protest the procurement or intended award before contract execution.

Takes effect July 1, 2016.
