Creates Section 29-5-2.2 authorizing the Department of Finance and Administration (DFA) to act as central leasing agent for all state agencies needing office space in state or non-state buildings, effective January 1, 2017.

Defines the "Capitol Complex" by specific geographic boundaries in Jackson and requires state agencies in Hinds, Madison, or Rankin County to be housed within the Capitol Complex unless relocation would significantly impair public access to services.

Requires state agencies to submit written requests for leased space at least 180 days in advance and obtain DFA approval before entering, renewing, or modifying any lease agreements for office space.

Establishes a Request for Proposal (RFP) selection process for leasing privately-owned space when state-owned space is unavailable, with awards based on lowest and best proposal unless Capitol Complex facilities offer lower rental costs.

Amends multiple sections of Mississippi Code to make conforming changes requiring various state agencies, boards, and districts to comply with Section 29-5-2.2 when acquiring, leasing, or disposing of property.
