Amends Section 43-11-13 of Mississippi Code to clarify that the licensing agency may process fingerprints submitted by healthcare-related vocational/technical students conducting observations and clinical care in covered entities as part of their program requirements.

Defines "covered entity" to include hospitals, nursing homes, personal care homes, home health agencies, hospices, adult foster care facilities, and health care professional staffing agencies.

Maintains existing exemptions for high school students observing patient care who sign an affidavit stating they have not been convicted of specified felonies and remain under supervision of a licensed health care provider.

Authorizes the licensing agency to charge covered entities up to $50.00 for fingerprint processing, which may be passed along to employee applicants.

Takes effect July 1, 2016.
