Creates online voter registration system in Mississippi, requiring applicants to have a current valid driver's license or photo identification card issued by the Mississippi Department of Public Safety.

Secretary of State, in conjunction with the Department of Public Safety, shall establish a secure website allowing eligible voters to register as first-time voters or update existing registration information (name, address, etc.).

Requires software verification that applicant information matches records with the Department of Public Safety, including driver's license number, name, date of birth, and citizenship status; applications with mismatches or incomplete information shall be rejected.

Subjects persons attempting false registration through online system to penalties provided in Section 97-13-25 of Mississippi Code.

Takes effect July 1, 2016 and amends related voter registration statutes to conform with online registration procedures.
