Establishes appeal process allowing persons aggrieved by final orders of the Secretary of State to petition Chancery Court of Hinds County within 30 days for modification or reversal of the order.

Applies new appeal procedures to penalties imposed for violations related to cemetery placement and sale (Section 41-43-7), preneed contracts (Section 75-63-69), scrap metal dealer registration (Section 97-17-71.1), and charitable corporation registration (Section 79-11-509).

Grants Chancery Court exclusive jurisdiction to affirm, modify, enforce, or set aside Secretary of State orders in whole or in part after reviewing filed petitions and certified records.

Effective date is July 1, 2016.
