Amends bail agent licensing requirements to allow the Commissioner of Insurance to deny, suspend, or revoke licenses based on conviction of crimes directly related to bail agent duties, including fraud, dishonesty, breach of trust, or money laundering, rather than the previous standard of "felony or crime involving moral turpitude."

Brings forward municipal court statutes (sections 21-23-7, 21-23-8, 21-23-11) governing court jurisdiction, bail procedures, and clerk duties for possible future amendment.

Brings forward justice court and bail-related statutes (sections 99-5-9, 99-5-11, 99-5-23, 99-5-31, 99-5-37, 99-5-39, 9-11-15, and 93-21-21) covering bail deposits, bonds, domestic violence cases, bond conditions, and violations for possible future amendment.

Authorizes administrative fines up to $1,000 per violation for bail agent misconduct, in addition to any criminal penalties.

Takes effect July 1, 2016.
