Requires Insurance Department to establish a statewide Electronic Bondsmen Registry by October 1, 2016 for all bail agent licenses, powers of appointment, and powers of attorney.

Requires Insurance Department to establish a Bail Bond Database by October 1, 2016; bail agents must input bond information by November 15, 2016 and update monthly by the 15th, with fines up to $1,000 per violation for non-compliance.

Requires professional bail agents to submit annual financial statements showing assets, liabilities, and net worth by June 1 each year; requires Department report to legislature by December 1, 2017 detailing all bonds written and bondsmen compliance with database requirements.
