Revise qualifying fees for statewide candidates (Governor, Lieutenant Governor, Attorney General, Secretary of State, State Treasurer, Auditor of Public Accounts, Commissioner of Insurance, Commissioner of Agriculture and Commerce, State Highway Commissioner, and State Public Service Commissioner) from fixed amounts to 1-3% of the annual salary of the office, determined by state executive committee.

Increase qualifying fees for U.S. Senator candidates from $300 to 1-3% of the annual salary of the office, and maintain U.S. Representative candidates at $200.

Increase petition signature requirements for independent and special election candidates: state-wide offices from 1,000 to 2,000 signatures; Supreme Court districts from 300 to 1,000; congressional districts from 200 to 1,000; and senatorial/representative districts from 50 to 500.

Add a new qualifying fee requirement for presidential preference primary candidates set at 1-3% of the annual salary of the President of the United States, determined by the appropriate state executive committee.

Increase presidential primary petition signature requirements from 500 to 2,400 statewide signatures, or from 100 to 600 signatures per congressional district.
