Increases the maximum gross vehicle weight limit for vehicles with harvest permits from 84,000 pounds to 86,000 pounds

Removes the July 1, 2016 repeal date for harvest permit provisions, making the program permanent

Harvest permits cost $25 each, are valid for one year, and apply to vehicles hauling sand, gravel, wood chips, wood shavings, sawdust, fill dirt, agricultural products, or unprocessed forestry products

Permit fees are deposited into a special State Treasury fund and distributed equally to all Mississippi counties quarterly for road and bridge maintenance

Harvest permit provisions do not apply to federal interstate highways or roads designated by the Mississippi Department of Transportation as incapable of carrying more than 57,650 pounds
