Establishes online voter registration system allowing eligible Mississippi voters with valid driver's licenses or photo IDs to register or update registration information through a secure website created by the Secretary of State in conjunction with the Department of Public Safety.

Creates "Preelection Day Voting Act" allowing qualified electors to vote in the registrar's office from 21 days before an election through 12:00 p.m. on the Saturday before election day, with weekday hours from 8:00 a.m. to 5:00 p.m. (extended hours available during the final week).

Requires early voters to present acceptable photo identification, sign a receipt book, and cast ballots the same way as on election day; all early votes cast are final and announced simultaneously with election day votes.

Allows candidates or their representatives to be present at registrar's offices during early voting to challenge voter qualifications using the same procedures as election day polling places.

Revises absentee ballot eligibility categories to add temporary residents outside their county of residence and trained or certified emergency response providers deployed during voting periods, and requires all absentee ballots be received by 5:00 p.m. on the day before the election.
