Extends exemption from State Personnel Board rules for Department of Corrections personnel actions for an additional one year beginning July 1, 2016, allowing all employees to be classified as nonstate service during that period.

Grants the Commissioner of Corrections exemption from State Personnel Board rules for one year starting July 1, 2016, to provide flexibility for reorganization and realignment of the department.

Employees hired after July 1, 2015, by the Department of Corrections must still meet State Personnel Board criteria for employment.

Adds authority for the Commissioner to make exempt personnel actions and exempts persons employed under specified sections from State Personnel Board rules for the one-year period beginning July 1, 2016.

Act takes effect July 1, 2016, and shall stand repealed on June 30, 2016.
