Requires bicyclists operating on roadways between sunset and sunrise to be equipped with reflecting and lighting equipment as specified in Section 63-7-11 and pedal reflectors or ankle reflectors.

Modifies lighting requirements for all vehicles to include "lighted front and rear lamps or reflectors" during the period from one-half hour after sunset to one-half hour before sunrise.

Updates bicycle lamp requirements to allow a functioning lamp that emits red or flashing amber light visible from at least 500 feet to the rear as an alternative to or in addition to the rear reflector.

Increases the visibility distance requirement for rear reflectors on bicycles from 500 feet to 600 feet.

Effective date is July 1, 2016.
