Reauthorizes the issuance of distinctive motor vehicle license tags for supporters of the MIND Center at the University of Mississippi Medical Center, effective July 1, 2016.

Requires an additional fee of $30.00 per distinctive license tag, paid annually at registration, in addition to all other taxes and fees.

Distributes the $30.00 additional fee as follows: $24.00 to the MIND Center at University of Mississippi Medical Center, $1.00 to the Mississippi Burn Care Fund, $2.00 to the State Highway Fund, and $1.00 to a special fund under Section 27-19-44.2.

Allows county tax collectors to retain $2.00 from the additional fee to be deposited into the county general fund.

Requires the distinctive license tag program to satisfy the provisions of Section 27-19-44(3) by July 1, 2019 or the authorization expires.
