Increases retail food establishment license fees and bases them on food safety risk levels, replacing a flat $10 fee structure.

Establishes three tier classifications: Tier 1 (low risk) at $25, Tier 2 (elevated risk) at $50, and Tier 3 (high risk) at $100 per license.

Authorizes the Commissioner of Agriculture and Commerce to adopt rules and regulations defining the tier classifications based on public health implications and types of food service.

Licenses expire June 30 annually and are not transferable; new licenses required for any change in location or ownership.

Effective July 1, 2016.
