Expands parole eligibility to include offenders convicted of violent crimes (previously only nonviolent offenders convicted after June 30, 1995 were eligible), provided they meet other existing requirements

Requires offenders convicted of drug or DUI felonies to complete a drug and alcohol rehabilitation program prior to parole or as a condition of parole

Maintains parole ineligibility for habitual offenders, sex crimes, crimes of violence under Section 97-3-2, trafficking in controlled substances, and offenses that specifically prohibit parole release

Requires the Commissioner of the Department of Corrections to establish a conjugal visitation program for inmates

Effective date of July 1, 2016
