Creates the Underground Storage Tank (UST) Advisory Council to consult with the commission on UST Program matters and conduct independent cost studies.

UST Advisory Council must submit annual cost studies to the commission and department director by January 1 each year, including tank types and quantities covered by the program.

Council comprises five members: President of Mississippi Manufacturers Association, Governor-appointed municipal representative, President of Mississippi Petroleum Marketers and Convenience Store Association, petroleum remediation expert appointed by Mississippi Engineering Society President, and Governor-appointed underground storage tank company representative.

Council members serve without salary but receive travel and hotel reimbursement under Section 25-3-41, paid from tank regulatory fees collected under Section 49-17-421 (capped at $100 per tank annually).

Original council appointments must be made by January 1, 2017, with members serving concurrent with the Governor's term; the act takes effect July 1, 2016.
