Amends Section 47-7-3 of Mississippi Code to clarify that persons convicted of crimes of violence as defined in Section 97-3-2 are ineligible for parole.

Makes parole ineligible for persons convicted of sex crimes or offenses that specifically prohibit parole release.

Allows all other persons convicted of non-violent offenses to be eligible for parole after serving one-fourth of their sentence.

Provides exception for inmates age 60 or older who have served at least 10 years, allowing parole eligibility unless convicted of habitual offender status, crimes of violence, sex crimes, or drug trafficking.

Takes effect July 1, 2016.
