Authorizes reimbursement for each component of National Board Certification process, up to $500 per component and four components maximum, for teachers, school counselors, and speech-language pathologists regardless of whether certification is completed.

Establishes a $4,000 annual salary supplement for National Board Certified teachers employed in public school districts located in Claiborne, Adams, Jefferson, Wilkinson, Amite, Bolivar, Coahoma, Quitman, Sunflower, and Washington counties, in addition to the existing $6,000 supplement.

Provides prorated salary supplements for teachers assigned less than full-time or full-year to the designated counties, with assignments calculated as of June 15th of each school year.

Maintains existing $6,000 annual salary supplements for Master Teachers, certified school nurses (limited to 35), National Certified School Counselors, and certified speech-language pathologists and academic language therapists (limited to 20).

Takes effect July 1, 2016.
