Removes the authority of local school boards to delegate employment recommendation decisions to personnel supervisors or other principals

Requires superintendents to personally recommend assistant superintendents and principals to the school board by February 15 each year, eliminating the option to designate another person for this responsibility

Requires school principals to recommend licensed and noninstructional employees directly to the superintendent by April 1 each year, removing the board's ability to authorize personnel supervisors to make these recommendations

Eliminates previous provisions that allowed up to two positions per school per employment period to be recommended by someone other than the principal

Effective date of July 1, 2016
