Allows children with birthdays after September 1 to enroll in kindergarten if the parent requests early enrollment and the local school superintendent determines the child is developmentally and educationally prepared, effective 2016-2017 school year.

Allows children with birthdays after September 1 to enroll in first grade under the same conditions as kindergarten enrollment.

Maintains existing provision allowing out-of-state transfers to enroll at the same grade level as their previous state if certain conditions are met, including residency, school accreditation, minimum 4-week enrollment, and satisfactory educational progress.

Requires school registration forms to indicate if an enrolling child has been expelled or is subject to an expulsion proceeding, allowing school districts to deny admission pending review of rehabilitative efforts.

Takes effect July 1, 2016.
