Extends the exemption of State Department of Education personnel from State Personnel Board procedures by one additional year, from July 1, 2014 through June 30, 2017 (changing the period from two years to three years).

Classifies all State Department of Education employees as nonstate service during the three-year exemption period, while requiring new hires to meet existing State Personnel Board criteria for employment.

Requires the State Superintendent and State Board of Education to consult with the Attorney General before taking personnel actions to ensure compliance with state and federal law.

Makes conforming amendments to sections regarding the Division of Vocational and Technical Education, JROTC coordinator, Office of Dropout Prevention, and Schools for the Blind and Deaf to align their exemption periods with the extended three-year timeline.

Excludes school attendance officers from any exemption under this act, keeping them subject to State Personnel Board policies and regulations.
