Requires parents or guardians claiming medical exemptions from school vaccination requirements to present a certificate signed by the child's physician (M.D. or D.O.) licensed in Mississippi or an adjacent state.

Physician certificate must state that the vaccine is medically contraindicated or poses significant risk to or would be injurious to the health of the child or any household member; certificates valid for one year unless a lifelong condition is documented.

Makes the physician's opinion final and non-reviewable by local health officers or the State Department of Health; schools must accept certificates meeting these requirements.

Allows children enrolling without completed vaccinations a grace period of up to 90 days to complete requirements if the health officer determines no undue risk exists.

Requires schools to report vaccination status and exemptions to local health officers within specified timeframes and suspend non-compliant children after 90 days unless vaccine supply or other impossible conditions are blocking compliance.
