Expands Medicaid eligibility beginning July 1, 2016, to include individuals under age 65 whose income does not exceed 133% of the Federal Poverty Level, consistent with the Patient Protection and Affordable Care Act of 2010.

Limits new ACA-eligible population to receipt of essential health benefits only (not all Medicaid services), and requires federal match rate to remain at 100% for this group.

Makes the ACA eligibility expansion and associated benefits provision temporary, with automatic repeal on December 31, 2018.

Requires the Division of Medicaid to determine eligibility for the newly covered population and to redetermine eligibility at intervals required by federal law.
