Amends Mississippi Code Section 11-51-31 to establish a $25 million cap on total appeal bonds required in civil litigation, regardless of judgment value.

Reduces the appeal bond cap to $1 million for appellants that qualify as "small businesses" under Section 57-10-155(a).

Allows courts to require bonds up to the full judgment amount if an appellee proves by preponderance of evidence that an appellant is dissipating assets outside the ordinary course of business.

Defines "dissipation of assets" to exclude regular business expenditures and payments to business owners made prior to the judgment being appealed.

Takes effect July 1, 2016, and applies to all judgments entered on or after that date regardless of when the civil litigation was filed.
