Creates a mandatory county court system in all 82 Mississippi counties organized into 44 judicial districts, replacing the previous optional system.

Establishes one county court judge per district with exceptions: DeSoto, Madison, Lauderdale, and Rankin counties have two judges; Hinds and Harrison counties have three judges.

Sets county court judge salaries at $1,000 less than circuit and chancery judges, with counties transferring 2012 fiscal year compensation amounts to the Administrative Office of Courts for statewide funding.

Grants county courts concurrent jurisdiction with justice courts and concurrent jurisdiction with circuit/chancery courts for civil and criminal matters not exceeding $200,000 in controversy.

Requires candidates to qualify by June 1, 2016 for special election in November 2016, with judges serving initial two-year terms beginning January 1, 2017.
