Extends automatic repealer date for the Mississippi Pharmacy Practice Act (Sections 73-21-71 through 73-21-123) from July 1, 2016 to July 1, 2021.

Changes pharmacy business registration from biennial to annual basis and increases maximum permit fee from $500 to $1,000 per year.

Requires licensed pharmacists to register as users of the Prescription Monitoring Program and makes failure to register grounds for disciplinary action by the State Board of Pharmacy.

Authorizes the State Board of Pharmacy to charge other health provider licensure boards fees for Prescription Monitoring Program costs and extends that program's repealer from July 1, 2016 to July 1, 2019.

Extends automatic repealer on the drug manufacturer outdated drug return program from July 1, 2016 to July 1, 2019 and authorizes the Board to establish standards for nonresident pharmacy permits by regulation.
