Establishes a Child Care Advisory Council with up to 12 members (8 licensed child care providers participating in the Child Care Subsidy program and 4 parents currently receiving subsidies) to advise the Division of Early Childhood Care and Development on CCDBG state plan development and implementation.

Council members must be represented from each congressional district, with child care providers selected from organizations including Delta Licensed Providers, Child Care Directors Network, and Mississippi Early Childhood Association; one additional parent or consumer without subsidy appointed by the Governor.

Requires division director to call first meeting by July 1, 2016; council shall elect chair, vice chair, secretary, assistant secretary, and treasurer annually; must meet at least four times per year with ability to call special meetings.

Grants council access to all Department of Human Services records regarding child care programs and spending, except identifying information about assistance recipients; authorizes council to advise on federal submissions and develop funding proposals to serve more eligible children.

Requires council to submit annual report by October 15, 2017 to Governor's Office and relevant legislative committee detailing activities and recommending policy changes; Department of Human Services provides staff and office supplies from existing resources.
