Authorizes the State Department of Health to transfer 98 nursing facility beds licensed to Hotel Reed Nursing Center in Hancock County to three locations: 40 beds to Stone County Nursing and Rehabilitation Center in Stone County, 54 beds to the owner of Lamar County certificate of need R-0603 in Lamar County, and 4 beds to Woodland Village Nursing Center in Hancock County.

Directs the State Department of Health to issue certificates of need for the bed transfers within 10 working days of application submission, with certificates deemed issued by operation of law if not issued within that period.

Waives certificate of need review process requirements (substantial compliance with State Health Plan projections and formal hearing procedures) for the bed transfers authorized under this bill.

Authorizes issuance of a certificate of need for up to 36 additional skilled nursing facility beds in Lamar County to be added to certificate of need R-0603, creating a 130-bed facility with up to 30 Alzheimer's disease beds.

Prohibits the State Department of Health from revoking, abrogating, or dissolving certificate of need R-0603, with any prior or future revocation deemed null and void, and allows full Medicaid participation for all beds transferred and authorized under this bill.
