Amends Section 37-23-69 of the Mississippi Code to provide education funding for exceptional children placed in psychiatric residential treatment facilities (PRTFs) or intermediate care facilities.

Effective January 1, 2016, non-ward children medically placed in Medicaid-reimbursed PRTFs or intermediate care facilities licensed by the State Department of Health are entitled to receive state or federal financial assistance at the per diem rate established by the State Department of Education.

Financial assistance covers the full term of placement, including extended school year if deemed necessary by the child's Individualized Education Program (IEP) committee, matching the assistance provided to children who are wards of the state.

The PRTF or facility must operate an accredited nonpublic school as an integral part providing 24-hour monitoring, treatment, and education.
