Prohibits health insurers, health care subscription plans, and health maintenance organizations from denying payment for telemedicine services (diagnosis, treatment, or consultation) if the same service would be covered when provided in-person.

Establishes penalties of $10,000 to $100,000 per violation for insurers that deny telemedicine charges, with fines paid to the Mississippi Trauma Care Systems Fund.

Requires health insurance and employee benefit plans to cover telemedicine services at the same extent as in-person services, including real-time interactive audio/video consultations, store-and-forward services, and remote patient-monitoring services.

Sets minimum daily reimbursement rates for remote patient-monitoring services at $10.00 per day ($16.00 with medication adherence management) and requires providers to be Mississippi-based entities affiliated with established Mississippi health care facilities.

Takes effect July 1, 2016.
