Increases the propane sales threshold for small dealer board membership from 2.5 million gallons to 5 million gallons per year.

Authorizes the Liquefied Compressed Gas Board to establish a system of fees for businesses engaged in the liquefied compressed gas industry.

Requires all fees collected to be deposited into a special fund account within the Department of Insurance, with payment methods determined by the commissioner.

Allows designated Department of Insurance employees to access Department of Revenue information necessary to administer liquefied compressed gas programs, subject to confidentiality agreements.

Effective date: July 1, 2016.
