Authorizes issuance of distiller's package retailer's permits allowing holders of a manufacturer's permit (Class 1, distiller's and/or rectifier's) to operate a package store on distillery premises for retail sale of spirits distilled at that distillery.

Requires alcoholic beverages sold at distiller's package stores to be in original sealed and unopened packages of at least 50 milliliters and prohibits on-premises consumption.

Allows holders of a manufacturer's permit (Class 1, distiller's and/or rectifier's) to hold both a distiller's package retailer's permit and a manufacturer's permit simultaneously, creating an exception to the one-permit ownership restriction.

Establishes an annual privilege license tax of $900.00 for each distiller's package retailer's permit issued.

Effective July 1, 2016.
