Mandates arresting authorities report all test results to the State Department of Health and Children's Safe Center within 24 hours of receiving results.

Requires victims (or their parents/guardians) and the accused to be notified of test results within 24 hours of availability.

Directs State Department of Health to provide counseling and treatment referrals to victims when the accused tests positive for HIV or AIDS.

Requires destruction of biological samples after testing while preserving only the test results, which cannot be used for purposes other than those authorized by this section.
