Requires public notice of youth court referee vacancies be posted for 90 days on the Mississippi Supreme Court website, Mississippi Bar website, and local newspapers before appointment.

Prohibits appointment of attorneys related by affinity or consanguinity to the appointing judge.

Requires public notice of referee reappointment intentions be posted at least 8 months before term expiration, allowing public and bar members to submit written comments on the incumbent.

Maintains existing requirements for referees to be licensed attorneys in good standing and complete judicial training through the Mississippi Judicial College with annual continuing education in juvenile justice.

Effective date is July 1, 2016.
