Prohibits the sale or transfer of caffeine products (pills, tablets, or capsules containing 200mg or more of caffeine per unit) to anyone under 18 years of age.

Requires retailers selling caffeine products to clearly mark them and post point-of-sale warning signs at least 8.5 by 11 inches stating that state law prohibits sale to persons under 18 and proof of age is required.

Establishes misdemeanor penalties for unlawful sales: $50 fine and up to 3 days imprisonment for first offense, $75 for second offense, and $500 for third or subsequent offense; defense available if government-issued photographic ID was checked before sale.

Prohibits minors under 18 from purchasing, possessing, or using prohibited caffeine products on educational property, with court-ordered community service of up to 3 hours as penalty and automatic record expungement upon compliance.

Authorizes law enforcement to use persons under 18 to purchase or attempt to purchase caffeine products to monitor compliance with the law.
